International Conference ICRTLAW 2026: Multi-dimensional academic forum on cybersecurity governance, human rights and digital monitoring

On April 8, 2026, the International Conference on Restructuring and Transforming Law (ICRTLAW 2026) took place with the big theme "Cybersecurity Governance: Legal and Political Dimensions on Human Rights, Democracy, and Digital Surveillance". This is a meaningful academic forum in the context that countries are increasingly facing new legal and political questions revolving around cybersecurity, data sovereignty, privacy, human rights and surveillance technology control mechanisms in the digital age.

This year's conference attracted more than 100 papers focusing on a variety of news issues, such as comparative analysis of laws on data protection and digital surveillance, cyber jurisdiction and legal sovereignty in cross-border data governance, sustainable development, access to information and public participation, the legal impact of artificial intelligence-based surveillance technology on constitutional rights, as well as institutional and collaborative models. Major in cybersecurity administration. Since then, the seminar shows the great appeal of this topic to academics and legal research in the region and internationally.

Contributing to the overall success of the seminar is the presence of many associate professors, doctors, lecturers and researchers from prestigious training and research institutions such as Islamic University of Indonesia, Ton Duc Thang University, Ankara University, Muhammadiyah University of Surakarta, Palangka Raya University and IAIN Ponorogo. Academic diversity, legal context and research experience have contributed to an open, interdisciplinary and in-depth exchange space where scholars not only present their research results but also discuss the new legal challenges of the digital age.

Within the framework of the seminar, the topic "Data Localization Under Current Vietnam Law" of Associate Professor, Dr. Pham Duy Nghia (Faculty of Law, Ton Duc Thang University) received special attention. The presentation focuses on the content of data localization under the current Vietnamese law, thereby evoking many important issues related to state management authority, the participation of many regulatory agencies, the requirement to place servers or store data in the country, as well as the impact of these regulations on businesses, digital platforms and cross-border data flow. This is a topic that has both theoretical value and clear practical significance in the context that Vietnam is continuing to perfect the legal framework on cybersecurity, personal data and digital governance. In addition, some other lectures of lecturers of the Faculty of Law were also presented within the framework of the Conference.

It can be said that ICRTLAW 2026 is not only a place to publish new research results, but also a forum that contributes to connecting legal knowledge between many universities and researchers in the region. Through academic presentations and discussions, the seminar has contributed to clarifying the central issues of modern cybersecurity administration, and opened up many further research directions on the relationship between law, technology, human rights and democracy in the digital world.
